Incumbents council members Bart Patel and Vicky Martinez took slight early leads in the El Monte City Council race.
With only some vote-by-mail ballots counted, they were holding off a challenge by treasurer Jerry Velasco by a few dozen votes. The fourth candidate, former councilman Art Barrios, trailed by a few hundred votes.
