A group of companies bidding to operate and maintain a City of Industry solar carport will have to reapply after city staff found that the companies were told to hire from a handpicked shortlist of subcontractors.
The request for proposals sent out to the companies in December included a requirement that the winner choose seven subcontrators to work on the carport, something Industry's Director of Administrative Services Alex Gonzalez called "highly unusual" and "inappropriate.
