The restart of the ExxonMobil refinery in Torrance isn't likely to bring a big drop in gasoline prices to Southern Californians, according to AAA experts.
Part of the ExxonMobil plant that was damaged in a Feb. 18, 2015, explosion was scheduled to reopen by Tuesday morning.
The explosion caused gas prices to spike in the state, where the price of a gallon of regular reached about 80 cents higher than the national average, according to AAA spokeswoman Marie Montgomery.
