The 72-year-old Vietnam veteran had narrowed his search down to 40 shelter dogs, and she was the last one on his list. For four years, she had been tied to a stake in a backyard - never walked, never allowed inside, and surviving only on scraps thrown to her from the back porch, neighbors said.
