SAN GABRIEL >> Police Chief David Lawton has seen decades of change in San Gabriel.
But soon he'll be an observer to the future of the city and the San Gabriel Police Department.
The 61-year-old will officially retire at the end of April after 38 years, his entire law enforcement career, with the department.
