For Los Angeles and LAWA, the L.A. city agency overseeing ONT, LAX and Van Nuys airports, the risk was even greater: Had Ontario proven its case, LAWA could have ended up paying out as much as $4 billion in damages, according to Ontario officials, rather than receiving compensation for investments in and improvements to Ontario International Airport over the past few decades.
