Plans to construct a 3-acre civic plaza and park next to Baldwin Park City Hall may be put on hold this week as the City Council considers entering into an agreement with a developer who wants to build 75 residential apartments on the lot.
The council is expected to vote Wednesday night on an exclusive negotiating agreement that would allow Laguna Beach-based MJW Investments, LLC to begin developing conceptual and financial plans to construct apartment or condominium units on land across the street from city hall, between Sterling Way to the west and Maine Avenue to the south and the east.
