The line forms in the frigid night almost an hour before opening time.
Most of the homeless men and women who shiver and wait outside the National Guard Armory in Sylmar carry just one bag each. Some have nothing. Others in line are those who are often reluctant to leave their belongings and encampments to stay at an emergency winter shelter such as the one set up at the armory.
