Despite originally down by three votes, James Osterling on Friday surpassed his opponent Tom Selinske by 92 votes in the race for a seat on Pasadena City College's board of trustee.
The county is still tallying vote-by-mail and provisional ballots, it won't certify the election results until the end of the month.
