SOUTH EL MONTE >> After an external audit raised concerns about $841,000 the city paid to a consulting firm over the past two years, much of it without City Council approval, a councilman is asking the state controller to step in.
The city's external auditors brought their concerns to city management in April, pointing out multiple deficiencies in the city's payment process and questioning invoices from multiple service providers.
